'and out of place in that current position'...I agree, just as loud...and perhaps that's the best way to judge whether height is offensive...
What are neighbouring building heights, what are the shadows cast, and what are the wind currents created, and on whom, and on what activities and...are the majority of the People who are thus affected, in agreement. (and perhaps since all these obvious questions are asked, and more often than not, the concensus is NO, but the thing gets built anyway);
Why?

Whenever I remember F. L. Wright’s picture of ‘Mile High Tower’ I wonder how much of the Earth it might have dug to get raw materials, water, energy… to build it, and for the machinery it might have used besides actual product… All these may one day turn into debris, like a blockbuster Hollywood movie that eventually goes into smoke just for “24x7 Entertainment Industry” in the name Culture?
