1. Define the urban scale and the integration of the Project into a complex environment relating to the High Line Park, waterfront, piers and train rails.
2. To give special value to those projects that have decided to take the risk of innovation and critique since it is the understanding of the jury that this is the primary goal of an ideas competition.
3. Evaluate the success with wich the only panel is able to graphically communicate its message: the atmosphere that the project transmits, and the ability to claim and retain the attention of who is reviewing the panel.4. The ability to define the proposed program as well as the ability to rethink it and make a new and innovative proposal.
